the w32api path change

This change seems wrong....

Old build structure:
/usr/bin
/usr/etc
/usr/share
/usr/i686-pc-cygwin/include
/usr/i686-pc-cygwin/lib

New build structure:
/usr/bin
/usr/etc
/usr/share
/usr/i686-pc-cygwin/include
/usr/i686-pc-cygwin/lib
/usr/i686-pc-cygwin/usr/include/w32api   ***
/usr/i686-pc-cygwin/usr/lib/w32api     ***

I build from the top-directory, `configure --prefix=/usr' and `make install
prefix=$instdir/usr'
