Setup.exe 2.78.2.2 test satisfactory

I just tried setup.exe 2.78.2.2 out with a local setup.ini that included
multiple category: and requires: entries and worked fine.  It also pulled
down a new setup.ini and handled it correctly as well.

This looks good as an interim version so we can test the new version with
real setup.ini files.
