New Version Display Values in choose.cc

I'm seeing both "Keep" and "Skip" as I rotate through the actions in the
choose dialog box for modules that are already installed.  Aren't they
basically synonyms in that case?  I can see where to skip "Skip" if the
module is installed, but I might be missing a reason for showing both.
