The new net release system allows us to add/replace packages as
needed, so effectively there is no timeframe.

> (2) What is expected/needed of an installer?

Everything, of course ;-)

The basics are:

* needs to let user select what is to be installed and where (the new
  release is multi-package).

* needs to run mount.exe to set up initial mounts per user selections
  (text vs binary, root, etc).

* needs to hook into the add/remove program system.
