I've made a few more changes to the licensing file.  DJ has
pointed out that all of the additional points raised are already
covered by the GPL but I think that it can't hurt to have a one
or two sentence summary.

Btw, apologies for tnis essentially off-topic post.  I just wanted
to make sure that I wasn't doing anything too stupid before I
unleashed this on the general mailing list.

freely available, you are not required to include the sources for the
cygwin DLL as well.  You may distribute an application not in compliance
with the Open Source(tm) definition *only* with specific written
permission from Cygnus.
