libcygwin.a as a symbolic link to lib{c,m}.a -- need insight

Hmm.  That means that it comes down to considering the likelihood that
someone is running a configure script which expects libc.a to contain
something useful versus the likelihood that someone will install the
tools on a remote share and that they will require the use of libc.a.

I think the former is a greater group than the latter.
