Log message:
	* cygthread.cc (cygthread::terminate_thread): Only try to free
	thread stack on systems not freeing it by themselves.
	* wincap.h (wincaps::terminate_thread_frees_stack): New element.
	* wincap.cc: Implement above element throughout.
