	* exceptions.cc (sig_handle_tty_stop): Set stopsig to SIGCONT when continuing.
	(stopped_or_terminated): Honor WCONTINUED.
	* wait.cc (wait4): Ditto.
	* include/cygwin/wait.h (WCONTINUED): Define.
	(__W_CONTINUED): Ditto.
	(WIFCONTINUED): Ditto.
