Log message:
	* autoload.cc (LoadDllprime): Scrap use of .linkonce and just use an ifdef
	guard to load .foo_init into data segment.
	* dcrt0.cc (initial_env): Allow colon or space as CYGWIN_DEBUG separator for
	consistency.
