libming-devel status ?

Source packages are now[*] placed in the package repository at paths 
starting src/.  If you look there, you should find it.

([*] Most of the time. This only happens for deploys, not direct uploads 
at the moment because I haven't got around to that yet...)

Last time I rebuilt the libming package (for perl 5.44), I pulled the 
devel package because it was orphaned and I couldn't just remove it all 
because stuff depends on it.

This package is not present in many distros nowadays (see [1]), and I 
think the format is no longer widely used, so I'm not sure there's much 
value in it.

(So I think we should just adjust the configuration of the things that 
use it not to use it any more, so we can eventually remove it. YMMV.)

Feel free to do so, but I am not sure it's worth the effort.
