[ITA] atkmm1.6

[Philippe Baril Lecavalier]

atkmm1.6 2.24.2 (2017) -> 2.28.4 (2024)

No test suite. I used it to build an updated gtkmm3, it doesn't 
complain. Also involves a recent glibmm (awaiting approval), but 
seemingly still works with old glibmm even though glib has been updated 
many times since.
