[ITA] Perl distributions (in preparation of Perl 5.22)

Here are the changes necessary to get Perl-5.22 into Cygwin:

With the transisition I am orphaning:

These packages aren't used by any other package, so they are candidates
for removal.

mainly because they are related to library or tool packages he owns.

source package.  The hopefully complete list of such packages:

This means that again Yaakov as well as Marco and Volker need to
re-release those.
