Are you only testing this with the Cygwin CVS repo?  Have you tried this 
with any other repos?  For example:

:pserver:anoncvs@cygwin.com:/cvs/cygwin-apps setup (Cygwin setup)
:pserver:anoncvs@cygwin.com:/cvs/cygwin htdocs (Cygwin website)
