Packages orphaned by Lapo Luchini.

ucl:
- recompiled with current gcc4/binutils
- cygport file modernized

upx:
- latest upstream version 3.09
- compiled with LZMA SDK v4.65 for full functionality
- recompiled with current gcc4/binutils
- cygport file modernized


Please wait for an RFU: upon acceptance I will rebuild the packages once
more with the new binutils and adapt the maintainer line in the Cygwin
README files.  I wouldn't mind to make the ucl package a sub-package of
upx since this is the only package using it.
