[64bit] Added i686-pc-mingw32 toolchain

The following packages are now available for cygwin64:
	mingw-gcc-4.7.3-1
		mingw-gcc-core
		mingw-gcc-g++
		mingw-gcc-fortran
		mingw-gcc-objc
		mingw-gcc-ada
	mingw-binutils-2.23.1-1
	mingw-w32api-4.0-1
	mingw-runtime-4.0-1
	mingw-pthreads-20110507-2
Together these provide a win32 toolchain that produces output compatible 
with the offerings from MinGW.org, but is incompatible with output 
produced by the mingw64.sourceforge.net compilers (e.g. cygwin's own 
i686-w64-mingw32 and x86_64-w64-mingw32 toolchains). See the 32bit
