[RFC] setup: allow building with i686-w64-mingw32

Oh and, btw, I don't think it's required to support two compilers in the
long run.  If we can build setup with the Mingw64 compiler in future
only, than so be it.  I didn't upgrade to F17 yet, but it's just a matter
of time anyway.
