Well, IMO it should be their option whether they want to dl/install the
licensing and docu along with the actual DLL (which may be /required/ in
order to use some application). By packaging them in a single tarball,
the user doesn't get that option; it's all or nothing.

But this isn't policy; it's just my opinion.
