setup.exe patch: show root dir warning only once

* root.cc: Show warning against installing Cygwin into disk root only
if the root directory has actually been changed. Add orig_root_dir
variable for this purpose.
* res.rc: Make the root dir warning a bit more meaningful, and refrain
from shouting.
