Yaakov, I've revised the cygport script to address your concerns.  All of
the maintainer-related parts have been moved out.

In addition I've packaged version 2.0.0b3 as a test release.  URLs are
below.  All of the files have changed since my earlier post.

If you're satisfied with the build script and packages then please upload.
