So no *gratuitous* dllnum bumps, even if the new DLL uses
cyggcc*.dll(gcc4) and the old one incorporated libgcc.a(gcc3). OK.

This is the correct procedure, according to our long-established
precedent. However, I'm unsure if we were just going to follow WJM or
not, even for C++, and avoid vernum bumps when compiling existing
packages with g++4.  E.g. I'm pretty sure Yaakov wants to avoid vernum
bumping all of the KDE and QT packages (which are C++).
