It's possible that some SQLite users have come to rely on it, assuming 
it will be available.  It's not entirely an "internal use only" tool; it 
has its own web page: http://www.hwaci.com/sw/lemon/

Options:

1. leave it in
2. remove it; if someone complains, revisit the question
3. make a separate package for it
