It seems that {speex,speex-devel,libspeex1}-1.2rc1-1 are in the [prev] 
section of setup.ini.

I've added this to all of the setup.hints:

prev: 1.2beta3.2-1
curr: 1.2rc1-1

The problem was that 'upset' doesn't know that "beta" < "rc".
