Ruby 1.8.3

The ruby-1.8.3-2 release is broken in a number of ways that are not at all 
the Cygwin maintainers fault.   Gems, Rake, Yaml/Syck etc.   The prev 
release fallback should really be to ruby-1.8.2-2 instead of ruby-1.8.3-1 
until Ruby 1.8.3 is fixed upstream.

Sorry I don't know the stats on the source tar ball since I never downloaded
