IANAL, but copyright licenses are not intended to restrict what you do 
privately. Since nobody is distributing the resulting binary, this is legal, 
but it would be a real PITA, especially if the the end user were to modify 
the toolchain for some reason it may bork the build. Even just setting 
certain environment variables is likely to be sufficient to break building 
the kit.

BTW: this sounds much like the gentoo system of packages.
