README mentions extremely briefly "ChangeLog as per GNU standards."
('$ info standards' > "Documentation" > "Change Logs"),
but in practice, I treat those as fairly flexible guidelines, and am pretty 
happy with anything which doesn't break vim's syntax highlighting of 
ChangeLogs too much.
