In response to recent upstream release, please upload

Due to upstream interest in cygwin builds, this release builds OOTB, and thus
there is no patch file in the src package.  No updates to setup.hint.

Please avoid ftp clients that use the PASV command, as my ftp server
configuration is not compatible with that at this time.  I.E. seems to work, as
does command-line ftp.
