Cygwin Package Contributor's Guide

As a first time user of the Cygwin Package Contributor's Guide,
http://cygwin.com/setup.html, I have a suggestion for improvement:

The guide lists a bunch of items in a numbered list, which would lead
one to believe they are chronological steps.  Chronological steps would
be good, too.

But the items are somewhat out of order.  #1 is propose the package
on cygwin-apps.  #2 talks about whether or not you should propose
at all.  It also says to subscribe to cygwin-apps, which is actually
a prerequisite to posting to cygwin-apps (#1).

#1 says to include setup.hint in your proposal.  But #5 is create
a setup.hint file.
