tetex-bin in setup.hint for octave-forge (ATTN: uploaders, gnuplot maintainer)

The consensus on cygwin@cygwin.com is that it is gnuplot that depends on
tetex-bin, not octave-forge.  Therefore, could you please assist by editing the
octave-forge setup.hint file to remove the tetex-bin dependence, or
equivalently revert to the previous setup.hint.
