2.427: setup.exe Runtime termination error

I receive the following error during the 'installation' execution stage
when running setup.exe version 2.427.  Inline are operating system,
environment.  Attached is cygcheck information.  Thank you in advance
for any help you can provide.  Also, setup.exe 2.427 worked flawlessly
on NT 4.0 system.  No other systems of similar configuration (e.g. XP)
have been tried so this might be system specific.  Again thanks, and
feel free to ask for more specific information.
