the dictd files

i messaged a short while ago the setup.hint file .. here are the associated
sources and binaries to that (dictd) package =)

(btw, this is a temporary location, so these files can't be there for too
long -- so, when (if) the package does get submitted, tell me, so i can
cleanup =)
