I'm sorry but if you can't find a reliable place that can be used for
package retrieval, I don't know how you can be an effective package
maintainer.

Are you going to be able to continue to provide a URL for download in
the future?  The intent here is that the person who is grabbing the
package for sourceware.org (not necessarily me) should not have to stand
on their head to do so.
