As you want. But you can take cygwin responsibility from me, if you want 
to. Check the src package and the shell script.
And subscribe to the cygwin-apps list at cygwin.com

makefile.cygwin is not really elegant, but if the targets stay like 
this, it will not be worth the effort to libtoolize it.
