ITPs in Bugzilla?

I'd already pinged Dan Berlin about this a while ago but never followed
through.  Coincidentally enough, they're talking about setting up some
method to track patches in gcc.  This would probably be similar.

If I have time, I'll try to start the ball rolling on this again.
