Get ready for the deluge on cygwin@...

"Setup complains it cannot find setup.X".

Nothing we can do about it (other than a really ugly hack to check
archive.progeny.com the same way we do sources.redhat.com.)  A more
clean check would be to move those sites into the sites master list...
