Cygwin needs a splint'er

I'm seeing a lot of this thingies:

and during the tests:

*** FAIL ***

I'm sure I got a splint build without the test failures
(back in the days), I thought also that my bugreport then
was seen and included in the source, seems to be lost now.
I'll try to find it in my archives (tomorrow).
