Proposal: psutils (again)

as seen at

the psutils disappeared from the TeX-distribution and are AFAICS not yet 
a seperate package. The unsupported packages on Jan's site seem to be 
lost as well, so I compiled it from source and would (enough votes 
presumed) become the maintainer of the Cygwin port.

I really hope I didn't miss something, because the net is full of 
unsupported binary versions (even some with a setup-hint), but it doe 
not seem to have ever made it into the distro.

So I'll try like so many before. Here we go:
