When I suggested that you make this a cygwin package, I really did
intend that it should be a cygwin package and not some more code in the
cygwin dll.

If there is a hue and cry about how difficult it is to use because it
requires separate installation and a separate library then possibly
it would make sense to include this in cygwin.  Until then, let's stick
with the separate library.
