pcre-config missing from pcre packages

I know - I'm waiting for the 23rd (i.e. when this goes current)
I didn't think we were supposed to announce test packages - are we?
(please correct me if I'm wrong, of course)

Anyway, release notes are usually in the READMEs - they are for pcre in any 
case.
