Repairing erroneous move of setup-200303 branch tag

On a copy, as mentioned above:

cvs rtag -b setup-foobranch setup    ... succeeds OK
cvs rtag setup-footag setup    ... succeeds OK

I have never attempted to rtag the real repository.
Perhaps you should tell me next time you want a branch, so I can see if rtag
crashes for me?
