inilint patch for setup.exe (CVS)

Robert,

This is a patch to Makfile.am which helps to resolve some missing 
library dependancies for inilint.exe during the linking phase.  Also I 
have removed a duplicate source file declaration, whose object file was 
being linked to twice.  Also missing was linking to the new 
PackageSpecification.o, whose symbols were needed by another object 
file.  After applying this patch and running bootstrap.sh, inilint 
compiles fine.  Just thought you should know...
