[ITP] HTML Tidy 020623

[Lapo Luchini]

HTML Tidy is a program to clean up and correct messy HTML pages.
Tidy is able to fix up a wide range of problems and to bring to
your attention things that you need to work on yourself.

It's an useful program, compiles OOTB, I needed something to test the
method two of packaging (no, this isn't a reason eheh)... why don't?
Thumbs up or thumbs down?

Please notice that I will probably *NOT* create a release for each
release of the authors, as this program has no release schedule and gets 
released every 1-10 days.

Release note: I removed the empty postinstall and doc directories as 
noted by Corinna. I have added the Web category asd suggested by 
Christopher. I'm also working upon including upstream the only little 
change that gave warnings with CygWin: redefinition of uint.
