Chuck's man proposal

Chuck made a great suggestion the other day regarding man and the 
migration to /usr/share/man.  It involved adding /usr/share/man to the 
manpath in a shell script to be added to /etc/profile.d .  I suppose 
whoever is the man maintainer should evaluate this idea.  The problem 
is, from what I can see, the maintainer is DJ.  Is DJ still involved in 
Cygwin?  If not, who is the man maintainer?
