Cygwin packages path convention

I have added the following point containing the minimal path
conventions to http://cygwin.com/setup.html:

  * The package is configured using the following paths:

      --prefix=/usr
      --sysconfdir=/etc
      --libexecdir='$(sbindir)'
      --localstatedir=/var
      --datadir='$(prefix)/share'

That results in locale being in /usr/share as just discussed related
to the nano package.
