Link to joe at Cygwin Site broken

Hello,

It seems Enoch's Site is complete down now...

Remove the link to 'joe' or take this instead of the old,
this is in fact the 'joe' binary which was available from
Enochs site:   http://familiehaase.de/cywgin/joe-2.9.6/

Also I'm interested to pack it up and add it to the dist,
votings please;) (2.9.7 is out now)
