UPX has been updated to version 3.96 for both x86 and x86_64
architectures.  See the release news for changes:

UPX is a free, portable, extendable, high-performance executable packer
for several executable formats.


UCL (which is a library used by UPX) has been re-compiled coinciding
with this release.
