The following packages have been updated in the Cygwin distribution:

* gsm-1.0.13-3
* libgsm1-1.0.13-3
* libgsm-devel-1.0.13-3

GSM is a C library implementation of the European GSM 06.10 provisional
standard for full-rate speech transcoding, prI-ETS 300 036.

This release fixes some compiler warnings, and adds a /usr/include/gsm.h
symlink to <gsm/gsm.h>.
