CYGWIN CHANGES
- First Release of 9.3.x series.
- Patch for
   BUG #8970: ts_parse incorrectly split numbers in digit token

   is included. tsearch now works also for UTF8.

KNOWN BUG
- "set statement_timeout" does not work. See
    BUG #9074: prepared_xacts test freezes

backward compatibility of all stored data. A dump/reload of the
database or use of the pg_upgrade module is required for major upgrades.
