Updated: mingw64-*-runtime

Version 3.0b_svn5935-2 of "mingw64-i686-runtime" and
"mingw64-x86_64-runtime" has been uploaded.

The only change from the -1 release is the addition of the -headers
package as dependency that was accidentally omitted in the last release.
mingw64-* gcc should install correctly again for fresh installs.
