New package: sqlite3 3.5.1

SQLite 3.5.1 is now packaged in the Cygwin distribution.

SQLite is a small C library that implements a self-contained,
embeddable, zero-configuration SQL database engine.

To update your installation, click on the "Install Cygwin now" link on
the http://cygwin.com/ web page.  This downloads setup.exe to your
system.  Then, run setup and answer all of the questions.
