Why need a shared-capable core gcc for NPTL ?

Dear All,
For LinuxThreads, two-step build is ok. But Why for supporint NPTL, we
need to use three-step proceure ?
The gcc.sh said "In case the threading model is NPTL, we need a
shared-capable core gcc." Why need a shared-capable core gcc for NPTL
? Which causes we have to build start files.
